Hot shot insurance in Texas

What hot shot owners in Texas need: filings, coverages, what underwriters check and real costs from a licensed bilingual agency.

West Texas is hot shot country because the oilfield calls when something breaks. The Railroad Commission of Texas points to the Permian Basin as a dominant share of recent U.S. crude growth, and those loads are long, urgent and often on lease roads. Watch the numbers on your rig. TxDMV counts gross weight, registered weight or weight rating, so a one-ton pickup with a heavy gooseneck can pass 26,000 pounds on paper and need a TxDMV number and a Form E at $500,000, even when you are light that day. If the same truck runs to New Mexico, a neighbor in the Permian, the job is interstate and the $750,000 minimum and MC filing take over. Tell your agent about oilfield work up front.

Hot shot means a pickup or medium-duty truck pulling a gooseneck or bumper-pull trailer on time-sensitive loads: parts, tools, machinery and construction or oilfield equipment. The truck looks small, but the rules follow the weight rating. A rated combination over the federal 26,000-pound line can bring CDL requirements, and for-hire interstate work at 10,001 pounds GVWR or more needs the same $750,000 minimum as a semi.

What it costs

Across 14 policies Protec sold in 2026, commercial auto liability for this type of truck ran about $11,300 to $17,300 per truck per year, with a middle of $13,700. That's before taxes and fees, mostly from new and small Texas carriers, so your state and record can move it. It isn't a quote.

Filings in Texas

Staying inside Texas? Your state authority is the TxDMV number, a certificate of registration from the Texas Department of Motor Vehicles Motor Carrier Division. You need it when a vehicle or combination exceeds 26,000 pounds by gross weight, registered weight or weight rating. You also need it to haul household goods for pay at any weight, or to haul placarded hazmat. Get your USDOT number first, then apply through TxDMV.

Minimum liability: $500,000 for private or for-hire carriers over 26,000 pounds. Household goods movers under 26,000 pounds need $300,000 plus cargo coverage. Placarded hazmat needs $1,000,000 to $5,000,000 depending on the material.

Who files: your insurance company files the Form E electronically with TxDMV. Forms H and I prove household goods cargo coverage, and Form K reports a cancellation.

If you cross state lines, the federal rules apply. A for-hire carrier of general freight in interstate commerce with vehicles of 10,001 pounds GVWR or more needs at least $750,000 under 49 CFR 387.9. The policy carries the MCS-90 endorsement, and your insurance company, not you, files the BMC-91 or BMC-91X with FMCSA. Hazmat limits run higher.

Coverages to ask about

  • Commercial auto liability written for for-hire use
  • Physical damage on the truck and trailer
  • Motor truck cargo
  • General liability, when a shipper requires it
  • Occupational accident

What underwriters look at

  • GVWR of the truck and trailer, separately and combined
  • Radius, since hot shot loads can run long
  • Commodities, including oilfield or heavy machinery
  • Driver record and commercial experience
  • Age of the MC and any prior commercial coverage
  • Who owns the trailer and how it is titled
